Gaining strength, potential tropical cyclone 15 is soaking Puerto Rico. It may develop into Hurricane Lisa, according to experts.

On Halloween, a tropical disturbance tracked in the central Caribbean Sea is forecast to intensify into 2022 Atlantic hurricane season's 12th named storm of the as it approaches parts of Central America as a hurricane.

The National Hurricane Center has designated this disturbance Potential Tropical Cyclone Fifteen. A system that has not yet intensified into a tropical storm or a tropical depression but that could produce winds of more than 40 mph over land in the next 48 hours is considered a potential tropical cyclone. Similar to what it does for tropical storms, tropical depressions, and hurricanes, the NHC regularly issues advisories on potential tropical cyclones.

Potential Tropical Cyclone 15 had its center over 150 miles south-southeast of Kingston, Jamaica, as of Monday morning. Although the system is already generating winds of a tropical storm, which are at least 40 mph, it appears to lack the convective organization necessary to be classified as a tropical storm.

Potential Tropical Cyclone 15 is moving westward throughout the central Caribbean Sea with top sustained winds of 40 mph.

Tropical Storm Watch

Watches for tropical storms have been announced in effect for Grand Cayman Island and Jamaica.

According to National Weather Service, when sustained winds of 39 to 73 mph are predicted in the area within the next 36 hours, a tropical storm warning is issued.

In this instance, on Tuesday, Grand Cayman Island and Jamaica on Halloween could both experience winds of 40 mph or more.

Parts of Central America will likely need more watches or warnings early this week, especially the Yucatán Peninsula of Mexico and the coasts of Belize.

Hurricane Lisa?

According to the FOX Forecast Center, Potential Tropical Cyclone 15 is forecast to develop into Tropical Storm "Lisa" on October 31.

And, as per the National Hurricane Center and Central Pacific Hurricane Center, this system will be the 12th named storm of the 2022 Atlantic hurricane season. The six lists on the website are used in rotation or are reused every six years, making this year's list also 2028's list.

The incoming days are expected to see the potential tropical cyclone move toward the west or west-northwest, which means it will probably pass the Cayman Islands and south of Jamaica on Halloween and into Tuesday.

Future Hurricane "Lisa" will likely intensify further and approach hurricane strength of more than 75 mph winds by Wednesday as it approaches the coast of Central America, according to current indications.

Through Thursday morning, portions of Hispaniola, northern Honduras, the Cayman Islands, and eastern Nicaragua are predicted to receive up to an inch of rain from potential Tropical Cyclone Fifteen. Rainfall of up to 2 inches could fall locally.

From 2 to 4 inches of rain are anticipated in Jamaica and Belize, with isolated amounts of as much as six inches in Belize. Some areas may experience flash flooding as a result of the heavy rain.
